AAPSU calls for strengthening Army in border areas, questions functioning of DoTC
ITANAGAR, Nov 17: In a memorandum to the Governor Gen (Retd) J J Singh, All Arunachal Pradesh Students Union have called for deployment of adequate personnel in the areas bordering China while stating that repeated claim over the state of Arunachal Pradesh by China cannot be taken as mere rhetoric.
It said Taksing in Upper Subansiri, Zemitang in Tawang, Damin Parsi Parlo in Kurung Kumey, Sawa in East Kameng, Monigong in West Siang, Tuting Gelling in Upper Siang, Mibi in Upper Dibang Valley and Kibithoo in Anjaw District and other areas touching International boundary with Myanmar like Tirap & Changlang District and part of Tawang and West Kameng District with Bhutan needs further deployment of forces.
The union further called for strengthening road infrastructure along the border.
Department of Tirap and Changlang (DOTC) also found mention in the memorandum. The Union said that DoTC was created in order to cater to the need of the common masses and the overall development of the two district. “However it is pertinent to note that the department has miserably failed to live up to the expectation of the people and no tangible development has been achieved so far by it since its establishment.”
It further stated that “it is felt that the funds meant for the development are dished out to the ultras operating in the two districts covertly’.
The Union requested the Governor to pursue with the newly elected Government in the state so that the fund meant for DoTC in this financial year is given for up keep and development of Wangcha Rajkumar College in Deomali and Rangfrah College in Changlang, which are facing paucity of fund.

Even after a month, family of Tako Tagak awaits justice

ITANAGAR, Nov 17: It was exactly one month ago that IRBn jawan, Tako Tagak, was allegedly killed by ITBP personnel under mysterious circumstances at Seppa while on election duty. While state government has ordered a judicial inquiry into the incident, none of the accused has been put behind the bars.
The days have turned into month still family members of victim are waiting justice. Despite all odds, they have not given up the hope of getting justice for the deceased soul.
On Tuesday, family organized a memorial service to commemorate one month of his death. People from all walks of life turned up to pay homage to departed soul, which included representatives from students’ union, state police and public of Dobum village from Banderdewa.

He also fondly remembers his late brother. “He was always interested to join armed forces. He had even appeared for interview for Indian Army also before he finally got job with IRBn,” told Tako Aman. For him the most hurting aspect of this entire mayhem has been government’s lack of respect towards his late brother. “Initially some people tried to drag his death as outcome of drunken brawl which was untrue. It has been more than a month but till now they have not arrested anyone, which is surprising,” he told.
He is now worried for the wife and children of his late brother. “Government should take care of my brother’s wife and his children as he died serving state during election time. We still hope our government will offer us helping hand,” he concluded. The ball is now in the court of the state government. Sure, everybody wants to know who was person behind the killing of late Tako Tagak.

ITANAGAR, Nov 17: State unit of Nationalist Congress Party has urged new government under Chief Minister Dorjee Khandu to work in transparent manner in every field without discriminating on party line during a party meet. In the recent meeting of state level executive held at its party office in Itanagar, NCP also welcomed the initiative of new Home Minister to bring peace in Tirap, Changlang districts.
NCP hope that all the issues between India and China would be resolved in peaceful manner. Party also welcomed the recent visit of Tibetan spiritual His Holiness Dalai Lam to state and believes that he can play role of peacemaker in the region.

Court dismisses PIL against Hemu
ITANAGAR, Nov 17: The High Court has dismissed the Public Interest Litigation (PIL)
filed against the Chief Secretary, Government of Arunachal Pradesh, the DRDA Officers

Chief Justice, J Chelameswar and Judge Hrishikesh Roy, who heard the PIL represented by Advocate, Abhaya Kashyap on behalf of Techi Hemu observed in their judgment that " many aggrieved stand in a long serpentine queue for years with hope of getting their grievances redressed, while some meddlesome, wayfarers or officious interveners having absolutely no public interest except for personal gains or for any other extraneous motivation or for glare publicity get into the courts by filing vexatious and frivolous petitions thus wasting the valuable time of the courts".
Dolo, has filed a writ petition in the nature of mandamus writ seeking for investigation into the same matter, at the High Court, Itanagar Permanent bench vide petition no 314(80)09 dated Aug 17 which was also dismissed at the admission stage.

ITANAGAR, Nov 17: National Bank for Agriculture and Rural Development (NABARD) in its endeavor to expand its outreach to the rural areas of Arunachal Pradesh through promotional and developmental programmes has sanctioned a one month Rural Entrepreneurship Development Programme (REDP) on Handloom Weaving to Manghi Welfare Society, a local NGO, at Sangram in Kurung Kumey District.
The programme will support 25 persons selected educated unemployed youth and SHG members from Sangram area. Representatives and
officials of district level like BDO, Extension Officer (Industries), Extension Officer (Credit) and banks will be involved at various stages of implementation of the programme. Manghi Welfare Society will provide escort services to the trainees for setting up units by liaisoning with banks, government departments and other agencies. NABARD will support similar programmes for income and employment generation in other districts also.
Kaso stresses on improved law and order
ITANAGAR, Nov 17: Local MLA Techi Kaso today called upon the administration to work diligently to bring qualitative and visible changes in law and order situation in the Capital Complex.
Addressing the senior officers of various departments including PWD &UD, police and general administration in a meeting held at the office chamber of the Capital DC, Itanagar, Kaso said that his number one priority is to improve the law and order situation and over all security scenario of the Capital Complex. He said the existing nakas should be adequately briefed to strictly check the vehicles during late hours.
Regarding the solution to increasing traffic problem in twin cities, he appealed the administration to clear encroachment of the road sides of all important roads.
While stressing on the strict enforcement of traffic rules, he called upon the officers concerned to ensure wearing of helmets by the vehicle drivers, timely registration of vehicles besides regulating parking of vehicles.

Walong remembers martyrs of 1962

Giving a befitting tribute to the brave soldiers of the Indian army, the TIME magazine wrote that “in Walong, the soldiers of Indian army lacked everything but what they didn’t lack was the guts”.
Walong Day is celebrated every year by the army on 16 November at Walong and it is organized by 82 Mountain Division under the aegis of Dinjan Army Headquarter (DAH) to pay tribute to the brave soldiers of the Indian army who gallantly laid down their lives to safe guard the motherland and hardship faced by the local population supporting the army during the war.
The significance of the Walong Day is that it was on the very day ceasefire was declared

today enthusiastically took part in a State Level Painting Competition on Energy
Conservation-
Laxmi Bangsia of Ramakrishna Sarada Mission School, Khonsa, Tomsai Nayam of Government Secondary School, Rono Hills, Doimukh and Tajum Soki of Donyi Polo Mission School for the Hearing Impared, Chimpu were adjudged first, second and third winners for cash prizes of Rs 10,000, Rs 8,000 and Rs 5,000 respectively.
The motto of the painting competition is to create awareness among the people for
conservative and judicious use of energy, S Murugappan, the chief geophysicist of
NHPC Limited and the Nodal Officer for Energy Conservation Campaign-
Murugappan said that to stop misuse of electricity, the Ministry of Power had in 2005 launched the national awareness campaign. The painting competition for students at school, state and national level has been included as one of the its activities, which would not only make the children aware about the need of conserving energy but also offer them a great opportunity to explore their creativity.
A K Gupta, the Executive Director of NHPC’s Tawang and Dibang Basin Projects, has inaugurated the painting competition with the duration of two hours, in the morning in presence of the state’s Power Secretary Tumke Bagra.
The trio will now represent the State in the National Level Competition, to be held in Delhi on December 12 next.
The winners of the national level event will win Rs one lakh for first prize, Rs 50,000 for second prize (two Nos) and Rs 25,000 for third prize (eight Nos) and they will be given the prizes on National Energy Conservation Day, on December 14 next.
Apart from the first three winners, 10 of the competitors were given consolation prizes of Rs 1,000 each. Moreover, all 50 participants were provided with a bag full of dictionary, general knowledge book, geographical atlas, BEE’s table map, uniforms, raincoat and umbrella along with the cash incentive of Rs 1,000 each.
AVP rededicates itself to social transformation & nation building
ITANAGAR, Nov 17: 2 days workshop organised by Arunachal Vikas Parishad(AVP) at Bharat Scouts and guides conference hall ended with a promise to dedicate themselves in the process of social reformation and nation building.
Workshop expressed concern over the Chinese claim over Arunachal. The speakers exhorted “China has been making claim over Arunachal Pradesh, but Arunachal has neither historic nor cultural links with China and India does not share any direct border with China. China has illegally occupied Tibet and faith and culture of Tibetans are in danger. People in China have no right to informatiom. Everything is under censorship. It is our duty to protect the nation and only people to see that the ambitious claim over our motherland is thwarted away”.
Swami Ramesh Maharaj and Nabam Atum delivered the inaugural and concluding speech of the workshop, which saw 85 participants from all over Arunachal Pradesh and Dhemaji.

Theravada and Mahayana Buddhism: A glimpse

Most famous religions the world over are generally divided into two divisions. That may be for the reason of their existence. For e.g the main religion in India which is at present considered as the major religion “Hinduism” has two divisions, the Vaishnavite and the Shivaite.
In this way, Muslims have two divisions namely Shia and Sunni. The Christians have two divisions Catholics and Protestants. Jainism also has two divisions Digambara and Swetambara, so in this way Buddhism has two branches called as Hinayana (Theravada) and Mahayana.
Here ‘Yana’ means vehicle. Therefore the western Buddhist scholars have named them as greater vehicle (Mahayana) and lesser vehicle (Hinayana).
These terms were coined during the eleventh century particularly by the new emergence of Buddhist sect which they themselves called as Mahayana.
In Buddhism philosophically both sect follow the same tenets but traditionally there are many differences which arose according to the time and situation.
Main features of the Mahayanist which differ from the Theravada:
a) It is that, the Mahayanist’s have lot of Bodhisattvas (Buddha aspirants) whereas in Theravada there is only one Bodhisattava remained to become the Buddha in this eon itself that is Aryamaitreya.
b) According to the concept of both Mahayana and Theravada, the dispensation of the
Gautama Buddha would last for four-
c) But the Mahayanist as we have mentioned above has a lot of Bodhisattavas. They believe that any of those Bodhisattavas may be born as Buddha. Here I would like to quote some of the names of Mahayanist Bodhisattavas : Manjushriee, Padmapani, Vajrapani, Avalokiteswara, Tara. The last one ‘Tara’ is a female Bodhisattava who does not exist in Theravada. These Bodhisattavas are not found in Theravedan form of Buddhism. According to Theravada a Bodhisattava has to perform ten perfections multipled by three (30 perfections or parametas).
d) In Mahayanism a Bodhisattava has to complete only eight parametyas (perfections).
e) In Theravada simply a monk has to eliminate ten fetters which are called Sangyojanas whereas in Mahayana one has to cross the ten Bhomis known as Dasabohomis.
f) Both deny the existence of a Supreme God
Regarding the concept of the Buddha:
The Theravada believes that Buddha was a person born in a royal family. In Mahayana they believe that the Buddha is only a manifestation sent to this earth by the undying Buddha (Eternal Buddha) called as Amitabha.
The Pure land school of the Chinese Buddhist have created this Amitabha cult saying that there is an undying or eternal Buddha who lives in the western paradise and all the Bodhisattavas who completed the aforesaid parameteas and Dasabhomis are amalgamated with the Amitabha Buddha.
This particular Buddha is living in the western sky according to the Avatamsaka Sutra, of the Pure land school of Chinese Buddhist.
According to Theravada tradition so far there are 28 Buddhas along with Gautama that came on earth but the Mahayanis count the appearance of Buddha from Konagamahna Buddha.
To prove this a Stupa is found in Nepal, in which there is an inscription which says “Kanaka Munina Dineh” meaning this stupa was erected in memory of Konagamahna Buddha.
At present the followers of Mahayana Buddhism are majority when compared to the followers of the Theravada sect of Buddhism. Most of the Asian countries such as Japan, Korea, Vietnam, Taiwan, Hong Kong, Singapore, Tibet, Bhutan, Mongolia, Siberia and the Calamari Autonomous region of Russia are the followers of Mahayana Buddhism.
Theravada is practiced in India, Sri Lanka, Thailand, Myanmar, Cambodia and part of Bangladesh.
Though there are two different sects in Buddhism, yet there are no differences amongst the Theravada and Mahayana sect.

ITANAGAR: Directorate of Social Welfare, Women and Child Development condoled the premature demise of its officer Late Thanglang Tangha who died on Nov 12 following a motor bike accident. A Child Development Project Officer, Tangha was posted in Bana, East Kameng. Born in 18 Dec 1982, Tangha had just completed 8 months of service to the state.
In a condolence message, the department stated that his valuable service rendered during a short span of time will always be remembered by the Directorate.

Through the columns of your esteemed daily, I would like to extend my sincere thanks to all those who helped us in various possible way following the damage of my dwelling house in a fire incident that occurred at Emchi village on Oct 28 midnight.
The incident occurred when my wife and I were away from home and attending a church programmed at Leporiang, Sagalee.
Our thanks to Master Tamar Gadi, a student of St Thomas School (STS), Emchi for taking a risk while rescuing my three children who were asleep when the house was burning on the fateful day and to the STS principal for accommodating my children in the hostel with school dress and books and contributing cash and kind as immediate assistance.
We would also like to extend our thanks to MLA Nabam Rebia, former minister T C Teli, govt officers, the Papum Pare ATA unit, All Sagalee Employed Forum, the headmaster, staff and students of Govt Middle School, Emchi, NEEPCO officers, Doimukh, Pastors of Baptist Church, Doimukh, CRC Doimukh, PCFC Nirjuli, panchayat leaders, youth, NGOs etc who came to help us during the time of need.

Dear Editor,
Pet keeping is one of the most unique experiences that one can have. Pets teach us so many things. They teach us to give unconditional love and to become better people.
But such a wonderful experience comes with a serious responsibility towards our pets. This responsibility does not end with just providing them good food and a couch. Pets truly deserve our understanding and care, serious commitment and knowledge require to take care of our pets properly.
The very first thing that we should understand is that they are helpless being with more challenges in life.
Therefore, it is of utmost necessity that we extend our valuable time to care and look after them or else we will condemn them to diseases like obesity, allergies, cancer, dental diseases, arthritis etc.
A pet animal is like a small child who deserves our help and understanding to explore their own world. We should welcome our pet as a new member of the family and prepare ourselves to embrace whatever experiences come in.
Pets bring much fun and camaraderie into our lives and also can make us smile every time we enter hour house.
Many people have proved themselves to be good pet owners and enjoyed the companionship of these amazing creatures.
